SingCLOUD is a national cardiovascular data registry that brings together data from thirteen participating institutions including MOH, all restructured hospitals and polyclinics. It provides a comprehensive view of cardiovascular disease across Singapore by capturing information on clinical outcomes, healthcare utilisation, and costs of care. By linking these diverse datasets, SingCLOUD allows researchers to evaluate treatment effectiveness, monitor long-term outcomes, and assess how healthcare delivery impacts patients at a population level.
SingCLOUD has been instrumental in generating evidence that informs national healthcare policy. For example, analyses of hospital readmissions and disease progression in patients with coronary artery disease, heart failure, and atrial fibrillation have guided strategies to improve patient management and reduce unnecessary hospitalisations. Through its scale and comprehensiveness, SingCLOUD represents a powerful tool for both clinical research and health system planning.
It aims to perform data extraction, integration and analysis across multiple clinical, administrative, financial and pharmacy databases in the participating institutions. The key data components will include cardiovascular specific data, procedural data, financial and administrative data (e.g. cost of medications and supplies, length of stay, diagnosis codes etc.), short-to-long term clinical outcomes (including hospital re-admissions, cardiovascular events, death), and quality-of-care indices (e.g. compliance to guideline-recommended therapy and medications).
SingCLOUD leverages on BRAIN (Business Research Analytics Insights Network), formerly known as Health Data Grid, which is a virtual repository that enables access to anonymised and merged data from disparate databases at multiple institutions. The structures of BRAIN will preserve patients’ privacy and confidentiality, ensure IT security and allow access only by authorised persons. Plans for SingCLOUD 3.0 are underway and it will have near real-time data, allowing for timely decision-making, personalized medicine, enhanced monitoring and faster response to emergencies.
Work is in progress for SingCLOUD to migrate to HEALIX (Health Empowerment thru Advanced Learning & Intelligent eXchange), a Cloud-Based Analytics Platform, to facilitate continuous real-time data streaming. It is launched by Synapxe (May 2024); Singapore’s national HealthTech Agency.
